We are pleased to announce that the COST Action proposal CA25133 European Legal Design Action (ELDA), in which the Institute of IT Law and IP is involved, has been selected for funding under the COST Open Call 2025-1.

The main proposer of the project is Tallinn University of Technology. The Faculty of Law of Comenius University Bratislava participates in the project as a secondary proposer, through the Institute of Information Technology Law and Intellectual Property Law. The Faculty is represented in the proposal by doc. JUDr. Jozef Andraško, PhD., whose expertise is in the field of IT law.

The project European Legal Design Action received full marks in the evaluation. In this highly competitive call, only 80 new COST Actions were approved, with an approximate success rate of 7%.

ELDA focuses on reducing regulatory complexity through legal design, plain language, human-centred design, and the use of digital tools, including artificial intelligence. The project aims to make legal rules, regulatory documents, contracts, and related guidance clearer, more accessible, and easier to use in practice. At the same time, it creates an interdisciplinary European platform connecting law, design, linguistics, technology, public policy, and practice.

The significance of the project is also underlined by the scale of its international consortium. According to the current proposal, the network includes 170 proposers from 37 countries. The consortium brings together experts in law, design, computer science, linguistics, economics and business, media and communication, as well as other disciplines. The strongly interdisciplinary nature of the project is also reflected in the composition of the network, where law is the dominant field, but computer and information sciences, economics, linguistics, and communication are also significantly represented.

In addition to European partners, the secondary proposers include experts and institutions from several non-European countries. From Australia, the network includes the University of New South Wales and the University of Newcastle; from Canada, the University of Victoria, Carleton University, and York University – Osgoode Hall Law School; from New Zealand, Victoria University of Wellington; from South Korea, Hanyang University and Impactsquare; and from the United States, several experts and institutions are represented. The current proposal also lists partners from Brazil, Chile, Colombia, and South Africa.

European partners are also strongly represented. Finland has particularly significant participation including the University of Vaasa, University of Lapland, Aalto University, University of Helsinki, University of Turku, Tampere University, and other Finnish academic, professional, and business entities. From the Netherlands, the network includes, for example, The Hague University of Applied Sciences, Leiden University, Delft University of Technology, and Maastricht University. From Germany, the Technical University of Munich is listed as a secondary proposer. Under Belgium, the list of secondary proposers includes a representative of the European Parliament – Economic Governance and EMU Scrutiny Unit.

The participation of our Faculty in this COST Action represents an important opportunity to develop international scientific cooperation, exchange knowledge, and strengthen research in the areas of legal design, regulation, information technology, and innovative approaches to the creation and application of law.
