On 4 April 2017, Hungarian Parliament adopted an amendment to the National Higher Education Act.

According to the newly enacted rules, a foreign university may operate in the Hungarian territory only on the condition that such university also operates in the country of its origin.

The given amendment will have the most significant impact on Central European University established by Hungarian-American investor George Soros in 1991. Criticism has been expressed with respect to Hungarian government which is being criticised for such action which poses a threat to the freedom of education and democracy.

The Dean of the Faculty of Law at Comenius University has sent an open letter to Zoltán Balog, the Minister of Human Resources, supporting Central European University.
