Energy Performance of Buildings in the Slovak Republic: Enhancement of the Organizational and Legal Framework in the Light of the New EU Requirements, APVV-24-0543
Principal Investigator: prof. JUDr. Marián Vrabko, CSc.
Research Department: 050507 – Administrative law
Implementation: 2025 – 2029
The project focuses on solving the organizational and legal issues of the energy performance of buildings (hereinafter referred to as EPB), which represents an important tool in reducing energy consumption and energy expenses, increasing the share of renewable energy sources in buildings, reducing greenhouse gas emissions, solving the problem of energy poverty, protecting rights of energy consumers and improving the quality of human life. The government's obligation to provide an organizational and legal framework for EPB follows from the EU legal requirements, in particular Directive 2024/1275 of the European Parliament and of the Council of April 24, 2024 on the energy performance of buildings. In order to fulfill this commitment, it will be necessary to improve the current organizational and legal framework governing EPB in order to enable the most effective implementation of EPB projects. The solution of the project is planned for four stages. The first stage is focused on the analysis of the current state of the organizational and legal framework of EPB in Slovakia, the analysis of EU requirements and the
gap analysis in the compliance of the Slovak legal framework with the EU requirements in this area. The second stage will be focused on comparative research of the organizational and legal framework of EPB in selected EU member states and members of the Energy Community in order to define the best practices. The third stage is the central phase of the project, which aims at the preparation of legislative and analytical documents aimed at improving the organizational and legal framework of EPB. The fourth stage includes the presentation of research results and professional cooperation in their applications. The result will be a comprehensive proposal de lege ferenda in the researched area, which the authors will evaluate as the most effective.
