Digital platforms have become an integral part of public authorities' communication with the public, enabling the effective dissemination of information, the publication of decisions, and the building of citizens' trust in government institutions. However, this trend also brings new challenges, particularly in content management, responsibility for moderation, and compliance with legal requirements. The adoption of the Digital Services Act (DSA) has introduced new rules for the operation of digital platforms, emphasizing transparency, legal certainty, and the accountability of online service providers.

The main goal of the project is to analyze and optimize the management of digital content shared by public institutions on their websites and social media to minimize the risk of publishing illegal or inappropriate content. The project will focus on a legal analysis of national and European legislation to identify obligations, shortcomings, and possible harmonization measures in line with the DSA. Another key step will be an audit of current content management practices in public institutions to identify problematic areas and propose solutions.

Based on the results of the analysis and audit, methodological guidelines will be developed to provide a unified framework for content moderation, archiving, and control. The project will also include educational programs for public administration employees to enhance their digital literacy and legal awareness in online content management.

The project will deliver concrete tools to ensure effective and lawful digital content management, contributing to greater transparency, the professionalization of online communication in public institutions, and strengthening citizens' trust in government authorities.
