Implementation: 2025 - 2027
Municipally owned enterprises (MOEs), often referred to as municipal enterprises, are companies that are generally established for the purpose of carrying out specific sectors of business in which either regulatory intervention by the State or market realities restrict competition (e.g. water, waste management). As a consequence, their objective is usually broader than pure profit making (or loss minimisation); their existence may be motivated by municipal policies and public benefit. MOEs are active in strategic areas of urban or municipal life, such as transport, waste management, culture and sport. Our research project focuses on the analysis of the specificities of the governance of MOEs, their specific public regulation with an evaluation of the proportionality of the interventions. The project also aims to identify the problems, challenges and risks involved, climate change, energy crisis, etc.
